Man arrested after incident with Romney motorcade

(AP) ? The Secret Service said Thursday a man interfered with a motorcade carrying Republican presidential nominee Mitt Romney as his vehicle arrived at a secure checkpoint near the White House. The man was later arrested after he became combative during an interview with a police officer.

Secret Service spokesman Max Milien said the man, who was not identified, was standing near a security entrance to the White House and got in the motorcade's way. The vehicle stopped briefly at the security gate and then entered the White House complex.

Milien says the man was later interviewed by a uniform division officer and became combative. He was charged with assault on a police officer and unlawful entry.

Romney came to the White House for lunch with Obama, their first meeting since the election.

A CNN video of the incident shows a man briefly heckling Romney near the passenger side of the SUV before the vehicle proceeded through the gates and onto the grounds of the White House.

The Mayor of London Boris Johnson on Tuesday described France?s Socialist government as left-wing revolutionaries that were driving investors away in a dispute with steelmaker ArcelorMittal .

The Conservative mayor mocked the French government as ?sans-culottes,? a radical left-wing class during the French Revolution of 1789, while adding that the British capital would welcome business fleeing from France.

The French government is pressing the steel giant to avert the closure of two blast furnaces in northeastern France, after a French cabinet member said on Monday that the company was no longer welcome due to years of broken promises.

Johnson, 48, a flamboyant and outspoken character who has been tipped as a possible future Conservative leader, added, in French, that businesses should ?come to London, my friends.?

Johnson, whose popularity soared after the London Olympics last summer, said that the ?Orbit? sculpture built by ArcelorMittal for the Games symbolised the friendship between London and India.

Indian-born businessman Lakshmi Mittal, who controls ArcelorMittal and ranks 21st on the Forbes list of the world?s richest people, employs some 20,000 people in France.

Greece, markets satisfied by EU-IMF Greek debt deal

BRUSSELS (Reuters) - The Greek government and financial markets were cheered on Tuesday by an agreement between euro zone finance ministers and the International Monetary Fund to reduce Greece's debt, paving the way for the release of urgently needed aid loans.

The deal, clinched at the third attempt after weeks of wrangling, removes the biggest risk of a sovereign default in the euro zone for now, ensuring the near-bankrupt country will stay afloat at least until after a 2013 German general election.

"Tomorrow, a new day starts for all Greeks," Prime Minister Antonis Samaras told reporters at 3 a.m. in Athens after staying up to follow the tense Brussels negotiations.

After 12 hours of talks, international lenders agreed on a package of measures to reduce Greek debt by more than 40 billion euros, projected to cut it to 124 percent of gross domestic product by 2020.

In an additional new promise, ministers committed to taking further steps to lower Greece's debt to "significantly below 110 percent" in 2022.

That was a veiled acknowledgement that some write-off of loans may be necessary in 2016, the point when Greece is forecast to reach a primary budget surplus, although Germany and its northern allies continue to reject such a step publicly.

Analyst Alex White of JP Morgan called it "another moment of ?creative ambiguity' to match the June (EU) Summit deal on legacy bank assets; i.e. a statement from which all sides can take a degree of comfort".

The euro strengthened, European shares climbed to near a three-week high and safe haven German bonds fell on Tuesday, after the agreement to reduce Greek debt and release loans to keep the economy afloat.

"The political will to reward the Greek austerity and reform measures has already been there for a while. Now, this political will has finally been supplemented by financial support," economist Carsten Brzeski of ING said.

PARLIAMENTARY APPROVAL

To reduce the debt pile, ministers agreed to cut the interest rate on official loans, extend the maturity of Greece's loans from the EFSF bailout fund by 15 years to 30 years, and grant a 10-year interest repayment deferral on those loans.

German Finance Minister Wolfgang Schaeuble said Athens had to come close to achieving a primary surplus, where state income covers its expenditure, excluding the huge debt repayments.

"When Greece has achieved, or is about to achieve, a primary surplus and fulfilled all of its conditions, we will, if need be, consider further measures for the reduction of the total debt," Schaeuble said.

Eurogroup Chairman Jean-Claude Juncker said ministers would formally approve the release of a major aid installment needed to recapitalize Greece's teetering banks and enable the government to pay wages, pensions and suppliers on December 13 - after those national parliaments that need to approve the package do so.

The German and Dutch lower houses of parliament and the Grand Committee of the Finnish parliament have to endorse the deal. Losing no time, Schaeuble said he had asked German lawmakers to vote on the package this week.

Greece will receive 43.7 billion euros in four installments once it fulfils all conditions. The 34.4 billion euro December payment will comprise 23.8 billion for banks and 10.6 billion in budget assistance.

The IMF's share, less than a third of the total, will be paid out only once a buy-back of Greek debt has occurred in the coming weeks, but IMF Managing Director Christine Lagarde said the Fund had no intention of pulling out of the program.

Austrian Chancellor Werner Faymann welcomed the deal but said Greece still had a long way to go to get its finances and economy into shape. Vice Chancellor Michael Spindelegger told reporters the important thing had been keeping the IMF on board.

"It had threatened to go in a direction that the IMF would exit Greek financing. This was averted and this is decisive for us Europeans," he said.

The debt buy-back was the part of the package on which the least detail was disclosed, to try to avoid giving hedge funds an opportunity to push up prices. Officials have previously talked of a 10 billion euro program to buy debt back from private investors at about 35 cents in the euro.

The ministers promised to hand back 11 billion euros in profits accruing to their national central banks from European Central Bank purchases of discounted Greek government bonds in the secondary market.

BETTER FUTURE

The deal substantially reduces the risk of a Greek exit from the single currency area, unless political turmoil were to bring down Samaras's pro-bailout coalition and pass power to radical leftists or rightists.

The biggest opposition party, the hard left SYRIZA, which now leads Samaras's center-right New Democracy in opinion polls, dismissed the deal and said it fell short of what was needed to make Greece's debt affordable.

Greece, where the euro zone's debt crisis erupted in late 2009, is proportionately the currency area's most heavily indebted country, despite a big cut this year in the value of privately-held debt. Its economy has shrunk by nearly 25 percent in five years.

Negotiations had been stalled over how Greece's debt, forecast to peak at 190-200 percent of GDP in the coming two years, could be cut to a more bearable 120 percent by 2020.

The agreed figure fell slightly short of that goal, and the IMF insisted that euro zone ministers should make a firm commitment to further steps to reduce the debt if Athens faithfully implements its budget and reform program.

The main question remains whether Greek debt can become affordable without euro zone governments having to write off some of the loans they have made to Athens.

Germany and its northern European allies have hitherto rejected any idea of forgiving official loans to Athens, but European Union officials believe that line may soften after next September's German general election.

Schaeuble told reporters that it was legally impossible for Germany and other countries to forgive debt while simultaneously giving new loan guarantees. That did not explicitly preclude debt relief at a later stage, once Greece completes its adjustment program and no longer needs new loans.

But senior conservative German lawmaker Gerda Hasselfeldt said there was no legal possibility for a debt "haircut" for Greece in the future either.

At Germany's insistence, earmarked revenue and aid payments will go into a strengthened "segregated account" to ensure that Greece services its debts.

A source familiar with IMF thinking said a loan write-off once Greece has fulfilled its program would be the simplest way to make its debt viable, but other methods such as forgoing interest payments, or lending at below market rates and extending maturities could all help.

German central bank governor Jens Weidmann has suggested that Greece could "earn" a reduction in debt it owes to euro zone governments in a few years if it diligently implements all the agreed reforms. The European Commission backs that view.

The ministers agreed to reduce interest on already extended bilateral loans in stages from the current 150 basis points above financing costs to 50 bps.

Installed price of solar photovoltaic systems in US continues to decline at rapid pace

ScienceDaily (Nov. 27, 2012) ? The installed price of solar photovoltaic (PV) power systems in the United States fell substantially in 2011 and through the first half of 2012, according to the latest edition of Tracking the Sun, an annual PV cost-tracking report produced by the Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab).

The median installed price of residential and commercial PV systems completed in 2011 fell by roughly 11 to 14 percent from the year before, depending on system size, and, in California, prices fell by an additional 3 to 7 percent within the first six months of 2012. These recent installed price reductions are attributable, in large part, to dramatic reductions in PV module prices, which have been falling precipitously since 2008.

The report indicates that non-module costs -- such as installation labor, marketing, overhead, inverters, and the balance of systems -- have also fallen significantly over time. "The drop in non-module costs is especially important," notes report co-author Ryan Wiser of Berkeley Lab's Environmental Energy Technologies Division, "as these costs can be most readily influenced by local, state, and national policies aimed at accelerating deployment and removing market barriers." According to the report, average non-module costs for residential and commercial systems declined by roughly 30 percent from 1998 to 2011, but have not declined as rapidly as module prices in recent years. As a result, non-module costs now represent a sizable fraction of the installed price of PV systems, and continued deep reduction in the price of PV will require concerted emphasis on lowering the portion of non-module costs associated with so-called "business process" or "soft" costs.

The report indicates that the median installed price of PV systems installed in 2011 was $6.10 per watt (W) for residential and small commercial systems smaller than 10 kilowatts (kW) in size and was $4.90/W for larger commercial systems of 100 kW or more in size. Utility-sector PV systems larger than 2,000 kW in size averaged $3.40/W in 2011. Report co-author Galen Barbose, also of Berkeley Lab, stresses the importance of keeping these numbers in context, noting that "these data provide a reliable benchmark for systems installed in the recent past, but prices have continued to decline over time, and PV systems being sold today are being offered at lower prices."

Based on these data and on installed price data from other major international PV markets, the authors suggest that PV prices in the United States may be driven lower through large-scale deployment programs, but that other factors are also important in achieving installed price reductions.

The market for solar PV systems in the United States has grown rapidly over the past decade, as national, state and local governments offered various incentives to expand the solar market and accelerate cost reductions. This fifth edition in Berkeley Lab's Tracking the Sun reportseries describes historical trends in the installed price of PV in the United States, and examines more than 150,000 residential, commercial, and utility-sector PV systems installed between 1998 and 2011 across 27 states, representing roughly 76 percent of all grid-connected PV capacity installed in the United States. Na?m Darghouth, also with Berkeley Lab, explains that "the study is intended to provide policy makers and industry observers with a reliable and detailed set of historical benchmarks for tracking and understanding past trends in the installed price of PV."

Prices Differ by Region and by Size and Type of System

The study also highlights the significant variability in PV system pricing, some of which is associated with differences in installed prices by region and by system size and installation type. Comparing across U.S. states, for example, the median installed price of PV systems less than 10 kW in size that were completed in 2011 and ranged from $4.90/W to $7.60/W, depending on the state.

It also shows that PV installed prices exhibit significant economies of scale. Among systems installed in 2011, the median price for systems smaller than 2 kW was $7.70/W, while the median price for large commercial systems greater than 1,000 kW in size was $4.50/W. Utility-scale systems installed in 2011 registered even lower prices, with most systems larger than 10,000 kW ranging from $2.80/W to $3.50/W.

The report also finds that the installed price of residential PV systems on new homes has generally been significantly lower than the price of similarly sized systems installed as retrofits to existing homes, that building integrated PV systems have generally been higher priced than rack-mounted systems, and that systems installed on tax-exempt customer sites have generally been priced higher than those installed at residential and for-profit commercial customer sites.

Price Declines for PV System Owners in 2011 Were Offset by Falling Incentives

State agencies and utilities in many regions offer rebates or other forms of cash incentives for residential and commercial PV systems. According to the report, the median pre-tax value of such cash incentives ranged from $0.90/W to $1.20/W for systems installed in 2011, depending on system size. These incentives have declined significantly over time, falling by roughly 80 percent over the past decade, and by 21 percent to 43 percent from just 2010 to 2011. Rather than a direct cash incentive, some states with renewables portfolio standards provide financial incentives for solar PV by creating a market for solar renewable energy certificates (SRECs), and SREC prices have also fallen dramatically in recent years. These declines in cash incentives and SREC prices have, to a significant degree, offset recent installed price reductions, dampening any overall improvement in the customer economics of solar PV.

GOP senator: Fair to put raising revenue on table

(AP) ? A Republican senator said Sunday "it's fair to ask my party to put revenue on the table" as part of the solution to avoid the looming automatic tax increases and across-the-board spending cuts known as the "fiscal cliff."

South Carolina's Lindsey Graham said he's "willing to generate revenue" by steps such as capping tax deductions, which he says would most affect upper-income Americans. But he says he won't agree to higher taxes ? a position shared by most Republicans in Congress.

President Barack Obama wants to let tax rates rise for wealthy families while sparing middle- and low-income taxpayers.

Graham told ABC's "This Week" that "for the good of the country," he's ready to violate an anti-tax pledge followed by most Republicans if Democrats agree to big changes in entitlement programs.

Rep. Peter King, R-N.Y., said a pledge signed years ago should not necessarily apply in economic conditions that have changed greatly.

"I think everything should be on the table," he said, adding "I'm just saying we should not be taking ironclad positions."

King said on NBC's "Meet the Press" that "we have to show the world we're adults. The election's over." Get Obama and the congressional leaders in a room, he said. "That's what representative government should be about. No one gets all their way."

Superstorm moves film from theoretical to concrete

(AP) ? In the documentary "Shored Up," scientists warn that with a rising sea level, a major storm could put New Jersey's barrier islands underwater and create devastating storm surges. In other words, what happened last month when Superstorm Sandy slammed into New Jersey and New York.

For Ben Kalina, the Philadelphia filmmaker who was nearly finished putting together the documentary when the storm hit, it meant that the ideas in the film that may have sounded far-fetched ? or at least, discussions of something that may happen sometime in the future ? were suddenly immediate.

"Until Sandy, we were making a film about something much more meditative, really," Kalina said. "And now the stakes are suddenly much more real."

It also meant Kalina and his crew had more shooting to do, revisiting places they'd shot ? some of which were wiped away by Sandy.

That again pushed back the completion date for a film he'd been working on for three years. He's now planning to finish the film in January. It's an independent effort that he is hoping will be shown on television. He is also planning to hold screenings, particularly in the places featured in the movie, such as New Jersey's Long Beach Island.

Kalina, 36, is not a scientist, but he's fascinated by telling the stories from science by looking at the cultural and political implications, too. He worked on "A Sea Change," about the state of the world's oceans, and "After the Cap," a look back at the Gulf oil spill of 2010, among other films.

He became interested in the state of barrier islands after reading an article about how surfers opposed beach replenishment projects on the New Jersey shore.

The story became broader than that, evolving into a look at the way shore areas are developed and protected through means like jetties and beach replenishment projects. As more structures are built on barrier islands, he said, more has to be done to protect them. "Once you decide to settle in a place that's so fraught, all the decisions you make have consequences and more consequences," he said.

The solutions can be expensive, and Kalina says, not sustainable.

"Beach replenishment is not going to save the day," he said. "You get this sense of security from beach replenishment that's a false sense of security in the long run."

The film uses animation, interviews with scientists, footage of storms past and some dramatic policy debates to tell the story.

Kalina started out focusing on New Jersey's Long Beach Island, but also traveled to North Carolina. There, officials decided this year to use historical trends to build their expectations for oceanside building codes and land-use decisions rather than the more rapid sea-level rise that many scientists now expect.

The filmmaker, who grew up going to family homes on Martha's Vineyard, said the ideal time to address these how best to develop vulnerable coastlines would be before a major storm, not after one.

The irony is that nothing can draw attention to the issue like a storm.

"It's a window of time when people have actually just witnessed the destructive force of nature," he said. "There are very few windows like that."

And it could also be a window for his movie.

Before the storm, when he talked about it in his neighborhood in South Philadelphia, Kalina said, he found himself explaining what a barrier island is.

Now, practically everyone knows.

Skype launches gift cards, lets parents drop hints to distant kids

Many empty-nester parents would like nothing more than to hear from their kids every now and then. For them, Skype's new gift cards might be the perfect not-so-subtle clue: both digital and physical cards are going on sale today that offer $10 or more in credit, either for the company's time-honored VoIP calling or (if need be) some Skype WiFi at the airport. Only online versions are customizable, although Americans who want something tangible can swing by the Microsoft Store, OfficeMax or Target. Skype's already brought prepaid credit to Mexico and the UK, but the cards should be more than welcome gift options for anyone who would otherwise have to spring for a prepaid phone card -- just be prepared for more heart-to-heart chats than usual if you're on the receiving end.

Heart Choices Today: The Blessings of Foster Care Adoption - Part 1

I always wanted to adopt a child. I wanted my husband to bring home an orphan from the Philippines or from Russia. God never allowed me the privilege. But I still love it every time I hear of a Christian sister who has reached out to bless a child through adoption. I think I'd have trouble with Foster Care unless I knew it would lead to adoption ~ it's so hard for me to love and then give away. I have nothing but praise and admiration for those who minister to children and teens in the Foster Care system.

November is Adoption Month, and I asked one of my AWSA (Advances Writers & Speakers Association) Sisters, Sue Badeau ~ who often speaks about adoption from foster care ~ to share her heart. She has so much to say, and it's all important to hear, especially if you are considering adoption; so I will share this post in three parts.

Dawn: Sue, how did you get involved in foster care and adoption?

Sue: ?Like you, I always wanted to adopt.? As a young child, I even begged my parents to adopt.? One of my favorite books when I was around 10 or 12 years old was The Family Nobody Wanted by Helen Doss about a family who adopted a dozen or so children from all different ethnic and racial backgrounds and with all kinds of special needs.? I knew in my heart that this was exactly the family I DID want.? I was blessed to date and eventually marry a man who shared this vision.? His heart for children is even bigger than mine.? And so, it is not surprising that our own adoption journey began within months after our wedding day!

We attended a church event about a summer mission team that had worked in India with Mother Theresa and they had so many heart wrenching stories and slides about the orphaned children in India that we felt compelled to start there.? We went immediately the next day to a local adoption agency to ?sign up.?? Little did we know what a HUGE journey we had just begun!? Since that day, we have gone on to adopt 20 children and we have been foster parents to over 50 additional children.?

Dawn: What is the biggest misconception people have about adoption or foster care adoption?

Sue: I would say there are four? major misconceptions.

The first is that you have to be ?perfect? and wealthy to adopt.? Certainly there are adoption programs for people most interested in a healthy white infant where money is a huge factor. ?But for the many, many children in need of homes right here in our own country as well as around the world, adoption can be completed with no fees (if working with the public child welfare agency) or with limited fees even with private agencies depending on the age and type of child (i.e. special needs, etc.).? And adoption agencies are looking for parents who are stable and can give a good home to a child, not for ?perfect? people.

The second major misconception is that ?love is enough?.? Whether you adopt an infant or a teenager or any child in between, the child has lost their original parents and in most cases that child has lost much more ? perhaps they have experienced the trauma of abuse, neglect and/or abandonment.? Perhaps they have lost siblings or grandparents that they loved.? In any case, these losses require more than ?just? love to bring healing into their lives.? The children ? no matter what age and no matter how ?severe? the abuse they suffered or the special needs they have ? are not so ?damaged? that they cannot be healed and live wonderful, joyful, productive lives.? However, it takes a lot of hard work, faith, supports and resources in addition to love to make this happen.

A third misconception is that adoption is about ?rescuing? children from horrible circumstances.? While this may at times appear to be true on the surface, it is not a good way or reason to go into adoption for three important reasons.??

First, no matter how horrific the child?s circumstances may seem, underneath it there are biological parents who do, indeed, love their child and those birth parents are created in God?s image too.? We must have respect for and a loving, compassionate and prayerful heart towards those original parents if we are to successfully parent the child we adopt, because the child is indelibly part of those birth parents and it is impossible to ?hate? one while ?loving? the other.? ?

Second, ?rescue?-minded parenting prevents us from establishing a normalized parent-child bond with our child which is critical to the lifelong relationship we are beginning when we adopt.? And of course the ?rescue? mentality sets us up for dismal failure if we do not see the results we hoped for and expected ? only God can save, only God can rescue.? It is our job as a parent to love unconditionally, and not only to be the giver in the relationship but also the receiver ? God gives us children, whether by birth, foster care, step-parenting or adoption ? as a way of blessing us, teaching us and shaping us into the people he wants us to be.?

Finally, the fourth big misconception is that you can never love a child not born to you quite as much as you would love ?flesh of your flesh? ? this is totally untrue!? I love every one of my children ? both those born to me and those adopted ? with my entire heart and soul and although the relationships with each child is as unique as the child him or herself, the quality and depth of the love is equal and deep beyond measure.

Dawn: What are some of the questions a woman should ask herself (or a couple should discuss) before making the decision to adopt?
Sue: Super question!? Here are a few (my top ten list) of the questions I recommend people ask:

1.????? Why do I want to adopt? What do I hope to gain as well as to give?

2.????? How do I expect adoption to change my life as well as the child?s life?

3.????? How do I handle stress and conflict?

4.????? How do I feel about working with multiple systems of care such as the child welfare agency, the schools, medical and mental health agencies, support groups, etc to help me in the lifelong journey of raising my child?

5.????? How will I feel if my own family or close friends don?t understand or support my decision and where will I turn to get support?

6.????? What role does my faith and walk with the Lord play in my decision to adopt?

7.????? How will I feel if my child does not seem to attach to me, or does not share my faith or reciprocate my love?? Is my faith and belief that this is the right way to build my family strong enough to cope with those circumstances if they should arise?

8.????? Have I ever spent time with families who have adopted children?? What have I learned from them that will help me?

9.????? Are my husband and I truly in this together?

10.?? Do I understand that adopting means not just changing my family for now but for all the generations to come?? What excites me about that? What concerns me about that?


Dawn: Those are great questions, Sue. I think this is an incredibly loving, unselfish choice. It reminds me of God's great love for us. He was willing to adopt people as His children who didn't know or love Him, and even when they did come to know Him, they could never love God back the way He loves them. Thank you for your insights and encouragement on this issue.
