Samsung Galaxy Note 2 starts shipping in Canada

Samsung is now shipping out the Samsung Galaxy Note 2 across Canadian retailers and will be available to buy at most stores in the next two weeks. Last we heard, TELUS, WIND, and Mobilicity would be offering the phone, and since then Bell and Rogers have confirmed that they'll have it. In fact, Rogers and Bell are already taking orders online for $199 on a three-year contract. (Update: TELUS just dropped us a line to let us know that they're facing delays and won't have the device until later this week at the earliest.) To celebrate the launch, Samsung has Psy of Gangnam Style fame performing in Toronto tonight.

The world thought that the Cuban missile crisis ended in October 1962 when the United States lifted its quarantine around Cuba and the Soviet Union withdrew its medium-range missiles. However, ?the secret crisis still simmered? through November, writes Svetlana Savranskaya in Foreign Policy?. Unknown to American intelligence, the Soviets had also delivered almost 100 tactical weapons including 80 nuclear front cruise missiles, 12 nuclear warheads for dual-use Luna short-range rockets, and 6 nuclear bombs for IL-28 bombers.

?Even with the pullout of the strategic missiles, the tacticals would stay, and Soviet documentation reveals the intention of training the Cubans to use them,? writes Ms. Savranskaya, a senior fellow at the National Security Archive.

Soviet Deputy Prime Minister Anastas Mikoyan was tasked with handling the delicate negotiations with Cuba and an angry Fidel Castro, who found out about the US-Soviet agreement on the radio. Savranskaya includes a transcript from the Nov. 22, 1962, meeting between Mr. Castro and Mr. Mikoyan in which Castro expresses his humiliation: ? ?What do you think we are? A zero on the left, a dirty rag. We tried to help the Soviet Union to get out of a difficult situation.?

?In desperation, Castro almost begged Mikoyan to leave the tactical warheads in Cuba, especially because the Americans were not aware of them...,? Savranskaya writes. ?But Mikoyan rejected Castro?s pleas and cited a (nonexistent) Soviet law proscribing the transfer of nuclear weapons to third countries.

Castro had a suggestion: ?So you have a law that prohibits transfer of tactical nuclear weapons to other countries? It?s a pity. And when are you going to repeal that law?? Mikoyan was non-committal: ?We will see. It is our right [to do so].??

Understanding China?s perspective

China?s economic, cultural, and security goals do not need to be at odds with those of the West. When US policymakers understand how Beijing policymakers perceive US words and actions, a more polite and positive relationship could result.

In their essay ?How China Sees America,? Foreign Affairs writers Andrew J. Nathan and Andrew Scobell examine the perspectives of Chinese analysts and political strategists in order to understand how China perceives US actions and promises. The US, according to Beijing, is omnipresent in both its internal and external affairs, bullying it on cultural issues, trade agreements, and security issues. Chinese analysts also see the US through the Marxist political thought, ?which posits that capitalist powers seek to exploit the rest of the world,? they write.

Nanny suspected of killing 2 kids in N.Y. home

NEW YORK (AP) ? A nanny suspected of killing two young children she was looking after and then stabbing herself is in critical condition in a city hospital, as authorities continue to investigate a situation that is every parent's nightmare.

The horror started for the children's mother, Marina Krim, when she and a third child returned to their apartment on Manhattan's Upper West Side Thursday evening. Puzzled by the darkened home, she returned to the lobby to ask the doorman if the nanny had gone out with 1-year-old Leo, just learning to walk, and 6-year-old Lucia, known as LuLu, lover of "all things princess."

She was told they hadn't left, so she returned upstairs. A search led to the bathroom, where the children's bodies were in the bathtub and the nanny lay wounded nearby. It's unclear how many times the children were stabbed.

"There was some kind of screaming about, 'You slit her throat!'" said music therapist Rima Starr, who lives on the same floor as the family, and said she heard screams coming from their apartment at around 5:30 p.m.

The nanny, Yoselyn Ortega, who was found near a knife, was hospitalized in critical condition and was in police custody. The children were pronounced dead at a hospital.

The children's father, CNBC digital media executive Kevin Krim, who had been away on a business trip, was met by police at the airport on his return and was given an escort to the hospital where his loved ones had gathered.

The couple's apartment building sits in one of the city's most idyllic neighborhoods, a block from Central Park, near the Museum of Natural History and blocks from Lincoln Center for the Performing Arts. The neighborhood is home to many affluent families, and seeing children accompanied by nannies is an everyday part of life there, making the idea of such violence even more disturbing to residents.

Police Commissioner Raymond Kelly said it's unclear how long the nanny had worked for the family and the police investigation was ongoing. No charges had been filed.

Starr, the neighbor, said she believed the nanny had been hired just recently.

"I met her in the elevator, the day before yesterday, and was making small talk," she said.

After police arrived, she said, the mother remained in the building's lobby, screaming hysterically and clutching her surviving child.

On a webpage devoted to a recent family wedding, the eldest of the children, Lulu, is described as loving "art projects, ballet, and all things princess." The youngest, Leo, was said to be just learning how to walk.

The family had moved to New York from San Francisco within the last few years. The children's father was named general manager of CNBC's digital media division in March, after working previously in digital media at Bloomberg. Their mother had a cooking blog and taught art classes to young children.

The family lived in a stately, late 19th-century apartment building where one three-bedroom unit currently available for rent has an asking price of $10,000 per month. They had a greyhound, retired from racing, named Babar.

Colorado coffin races put the 'fun' in funeral

Take one morbid historical story and a town noted for celebrating the stranger side of life and what do you get?

If the town is Manitou Springs, Colo., you get the Emma Crawford Memorial Coffin Races, a madcap and macabre annual event set to take place on Oct. 27 this year.

Rolling coffins made up to look like hot rods, baby carriages and the Popemobile? Check. Coffin-pushing competitors outfitted as ghouls, pirates and zombie transvestite nurses? Check. Add in a parade of tricked-out hearses and you?ve got an event that draws up to 15,000 spectators a year and earns the title as our Weird Festival of the Month.

?It?s fun, it?s quirky; people love the themes and costumes,? said Floyd O?Neil of the Manitou Springs Chamber of Commerce. ?You have to experience it to understand it.?

It may also help if you understand the genesis of the event. As the story goes, the original Emma Crawford moved to Manitou Springs in 1889 as a young woman, hoping the town?s mineral springs and mountain air might alleviate her tuberculosis. Alas, it wasn?t meant to be and when she died two years later, she was laid to rest on nearby Red Mountain, presumably for eternity.

Alas, that wasn?t meant to be either. In 1929, after one ill-fated move and decades of storms, Emma?s coffin apparently became dislodged and took off down the mountain, ending up as a jumble of bones and casket hardware in the canyon below.

Fast-forward to 1994 when a group of chamber officials found themselves discussing how to boost tourism during the slow, post-summer season. ?The story had been known for a long time,? said O?Neil, ?and they said, ?Hey, Emma came racing down the mountain. Why don?t we have a race in her honor???

These days, the event gets rolling with a parade in which competitors show off their creations, flanked by entourages of local citizens in outfits inspired by Emma, the apocalypse and every horror movie you?ve ever seen. There may not be any flower-bedecked floats but there will be hearses ? black ones, white ones, ones outfitted with wings and guns ? driven by members of the Denver Hearse Association.

The real action, though, takes place after the parade when pairs of coffin-racing teams line up side-by-side on Manitou Avenue. Each team requires one ?Emma? who must remain prone and up to four pushers who do their best to wheel her ? or him ? along the 195-yard course faster than the competition.

The result is a serial spectacle of costumed characters ? goth girls and ghostbusters, blue-skinned Smurfs and dead celebrities ? careening down the street, hell-bent for trophies, bragging rights and $50 in scrip they can spend in local stores.

?You just see the quirkiest things,? said competitor Marlene Bizub, a frequent ?Emma? who works as both a psychotherapist and owner of the Ghouls Gulch Haunted House in nearby Colorado Springs when she?s not racing coffins.

According to Bizub, whose team has won Best Coffin and Best Entourage in previous parades, the key to the race is to build an aerodynamic coffin, ensure your ?Emma? remains prone to further reduce wind resistance and remember that ultimately it?s all in good fun.

Or is it? Even though she willingly shares tips with would-be competitors, one suspects Bizub may also be engaging in a bit of pre-race reverse psychology.

?We came in fourth in the race last year,? she told NBC News, ?so we?re out to win it this year and get that trophy.?

Obama: Not Such a Nice Guy When It Comes to Romney

If President Obama is trying to widen his advantage with women voters or improve his likability numbers, Thursday may not have been the best day he?s had recently. Even in a campaign year noted for its less-than-uplifting tone, this was a low point. The president was caught at his earthiest when he casually referred to Mitt Romney as a ?bullshitter? in an interview while keeping up his attack on his Republican challenger as a man stricken with ?Romnesia,? a disease that prevents him from remembering his past positions.

The Romney campaign publicly welcomed the president?s more aggressive and combative tone, hoping it might help them further narrow the gender gap and prevent Obama from crossing the 50 percent threshold in job approval. Though still struggling to overtake Obama in most of the key battleground states, the Romney braintrust insists that the front page of Thursday?s Des Moines Register captured a new campaign dynamic. The page carried twin campaign stories with dueling headlines: ?Obama Sharpens Criticism? vs. ?Romney Expresses Optimism.?

?The contrast between President Obama?s desperation and Governor Romney?s optimism couldn?t be more clear,? declared Romney aide Amanda Henneberg, making sure the newspaper stories got wide distribution.

Less broadly distributed but more jarring was the snippet from the president?s interview with historian Douglas Brinkley for Rolling Stone. After a light exchange with the 6-year-old daughter of a Rolling Stone editor, Obama was described as grinning and responded to the child?s encouragement, saying, "You know, kids have good instincts.... They look at the other guy and say, 'Well, that?s a bullshitter, I can tell.' "

Brinkley told CBS News that he sees the word as basically a continuation of the Democratic attack on Romney. ?It's another part of Romnesia, I suppose. The working man's Romnesia is BS-er.? White House Communications Director Dan Pfeiffer urged reporters not to be ?distracted by the word? but to focus instead on the importance of choosing a president they can trust.

That is the question at the heart of the ?Romnesia? assault. But Boston is hoping many voters -- particularly women -- will pause at least for a while on the president?s choice of words. Aide Kevin Madden told CNN that it shows the president is ?rattled and on the defensive. He?s running on empty and has nothing left but attacks and insults.?

A senior Romney strategist who asked not to be named said they expected more attacks from Obama. ?The Chicago guys know that he is below 50 on both ballot and approval,? he told National Journal. ?It is not that Obama likes to be a hatchet man. They think they have got to bring Romney back down by bringing his negatives back up.... But it is dangerous to have the president himself doing it.?

Madden called it ?unfortunate he has to close the final days of the campaign this way.? But that is how most campaigns end, with one candidate ratcheting up the attack rhetoric and the other one trying to stay above the fray. In past campaigns, the one mounting the assault is often the one who either feels the election is slipping away or who finds it impossible to accept that the challenger is making the race so close. Certainly, that was the case in 1992 when President George H.W. Bush let his frustration dictate some of his rhetoric in the final days of his battle against challengers Bill Clinton and Al Gore. ?My dog Millie knows more about foreign policy than these two bozos,? he complained. In the same set of speeches, Bush dismissed Gore as ?the Ozone man.? Bush aides immediately regretted the president?s comments, believing they eroded his stature lead over Clinton by appearing so ?unpresidential.?

Four years ago, Republican nominee John McCain suffered a similar diminution of gravitas when he spent so much of his final push parading around an unlicensed ?Joe the Plumber? while vice presidential nominee Sarah Palin accused Obama of ?palling around with terrorists.?

In part, this year?s tougher rhetoric sheds light on what was never a very well-kept secret -- Obama doesn?t like Romney. ?We could go through [history] and find good and bad relationships,? said historian Brinkley. ?This is not one that has a whole lot of mutual respect.? Obama all but confirmed that in an interview with NBC anchor Brian Williams. He said he suspects his personal feelings are similar to that of most presidential candidates in the heat of a campaign. ?I don?t think anybody would say that while you were in the middle of a campaign that you felt deep affection for the other guy, because, you know, look, you?re fighting for competing visions,? he said.

It also is true that the antipathy is nothing new in the 2012 campaign and has been in no way restricted to the president. Just on Thursday, vice presidential nominee Paul Ryan called the president ?slick? and dismissed his second-term agenda as a ?comic book.? Romney himself has lashed out both at his Democratic opponent and at his Republican rivals in the primaries. After Newt Gingrich won the South Carolina primary, Romney and his allies unloaded on him in Florida, leaving the former speaker reeling.

And the attacks launched against Romney in the primaries were more biting than any joke by Obama about ?Romnesia.? Texas Gov. Rick Perry said Romney let companies ?loot people?s jobs, loot their pensions, loot their ability to take care of their families.? He said Romney and the companies he bought were ?vultures ... sitting out there on the tree limb waiting for the company to get sick and then they swoop in, they eat the carcass. They leave with that and they leave the skeleton.? And Rick Santorum at one point seemed to be likening Romney to Hitler.

All this is further proof of the correctness of humorist Finley Peter Dunne when he first observed that American ?politics ain?t beanbag.? And it is one of the reasons why the Obama campaign is unconcerned with suggestions they aren?t playing nice with Romney. ?If he can?t stand a little humor,? said campaign spokesman Adam Fetcher, ?how will he stand up to China? Or stand up for the American people??

Soccer star, pop diva run in Ukraine's election

KIEV, Ukraine (AP) ? An extravagantly dressed pop diva, a retired football star, the son of a famous actor, an opposition leader suspiciously cozy with the government. Meet some members of the eclectic cast running in Sunday's parliamentary election in Ukraine.

Ukrainian political parties have brought in celebrities or even created fake opposition in an effort to boost their ratings and split their rivals' vote. Such tactics raise questions about Ukraine's commitment to democracy and its hopes of integrating with the West.

The two main pro-Western opposition parties hope to challenge President Viktor Yanukovych's nearly three-year grip on power. They aim to wrestle the parliamentary majority away from his Party of Regions and undo actions that have been judged undemocratic by the West, such as the imprisonment of charismatic former Prime Minister Yulia Tymoshenko.

The Party of Regions has tried to raise its profile by offering the No. 2 spot on its candidate list to pop diva Taisia Povaliy, which guarantees her a seat in Ukraine's parliament, the Verkhovna Rada. The 47-year-old blonde, who wears low-cut, floor-length gowns and sings about the pain of lost love, acknowledges that politics had never been her calling.

"I never thought that I would run for parliament, I never planned it. And then I discovered that people ? the people themselves ? want me to represent them," Povaliy said on a TV celebrity gossip program. "What difference does it make if I work on stage or in the Verkhovna Rada?"

Ukraine Forward, led by former Tymoshenko ally Natalia Korolevska, is widely believed to be supported by the ruling party and aimed at siphoning off opposition votes. Korolevska, a 37-year-old businesswoman-turned-politician, was ousted from Tymoshenko's party in the spring after she refused to support a motion calling for the jailed leader's release.

She went on to found her own party, hoping to attract Tymoshenko voters looking for an attractive, pro-Western female leader. Even though she denies any government links and is calling for the ouster of Prime Minister Azarov, Korolevska gets so much airtime on government-friendly television channels that she is viewed as a tool of Yanukovych's team.

To lead her party's candidate list, Korolevska brought in retired football star Andriy Shevchenko and actor Ostap Stupka, the less illustrious son of late renowned actor Bohdan Stupka. Giant billboards of her and the two celebrities went up along streets and roads.

Shevchenko, the 36-year-old striker known as Sheva, is extremely popular in Ukraine, but many wonder how he would make the transition to lawmaker.

In an interview with The Associated Press, Shevchenko said he planned to concentrate on sports and health issues in parliament and cited the poor athletic condition of many Ukrainian school students as one of the top problems in the country.

"What has Ukraine come to? Today, 70 percent of children cannot do a simple set of physical exercises," Shevchenko said.

Andreas Umland, a political scientist at the Kyiv-Mohyla Academy, said that political shenanigans are corrupting the democratic process in this former Soviet republic.

"Obviously, the readiness to manipulate politics with all sorts of dubious strategies is high, and includes the active use of politically incompetent, but famous figures," Umland said.

And the celebrities are only happy to oblige. It seems that many of them run for parliament to get the perks and parliamentary immunity enjoyed by Ukrainian lawmakers rather than a desire to serve their nation ? a trend evidenced by the fact that legislators regularly ditch parliament sessions and simply hand their voting cards to their colleagues.

World boxing champion Vitali Klitschko, 40, is also running for parliament, but he has years of political experience and a record of challenging Yanukovych's party in the Kiev city council ? "like a burr under the saddle," as he puts it. With Tymoshenko in prison, his Udar, or Punch, party has gained popularity in recent months and is running neck-and-neck with Tymoshenko's Fatherland party. The two parties' failure to join forces plays into the hands of Yanukovych.

Klitshchko, a tower of muscle, says that competing on Ukraine's political arena, with its dirty tricks and below-the-belt punches, can be harder than fighting in the boxing ring.

"We have declared a fight for Ukraine and we will win it!" he told hundreds of cheering supporters at a campaign rally in Kiev last week.

With the campaign almost over, pollsters say that the use of celebrities has largely failed to sway Ukrainian voters. Korolevska's party is now less popular than before recruiting Shevchenko, prompting her to replace posters showing him and Stupka with just her face.

"This demonstrates the stupidity of our politicians," said Iryna Bekeshkina, head of the Democratic Initiatives Foundation, a polling agency. "At the end of the day our voter, of course, is still far from being rational, but still he is not that stupid."

(AP) ? The embattled regime of Syrian President Bashar Assad promised Thursday to observe a U.N.-proposed truce during a four-day Muslim holiday, while rebels claimed major gains in the key battleground of Aleppo.

But prospects of the cease-fire taking hold are dim, given Assad's history of broken promises and the rebel momentum in Aleppo, Syria's largest city, where fighters said they advanced into several regime-held neighborhoods.

The truce plan by U.N.-Arab League envoy Lakhdar Brahimi has been endorsed by the U.N. Security Council, including Assad allies Russia and China. U.N. chief Ban Ki-moon urged all countries and groups with influence in Syria to pressure both sides to stop the violence in the civil war, his spokesman said.

The holiday cease-fire was the least a divided international community could agree on after the failure of a more ambitious plan for an open-ended truce and political transition talks by Brahimi's predecessor, Kofi Annan, in April.

Even the current truce, to begin Friday with the start of the Eid al-Adha holiday, appears in jeopardy from the outset. Neither side has shown an interest in laying down arms, instead pushing for incremental military gains.

The truce plan remained vague Thursday evening. It wasn't clear when exactly it was supposed to begin, and there were no arrangements for monitoring compliance. Brahimi never said what would happen after four days, a potentially dangerous omission considering that Assad and those trying to topple him sharply disagree on a way forward. Assad refuses to resign while the opposition says his departure is a prerequisite for talks.

"It's a longshot," Beirut-based analyst Paul Salem said of the cease-fire. "We are completely in war mode, at least for the next many months."

Both sides kept fighting into late Thursday.

In an apparent setback for the regime, activists said rebel fighters pushed into predominantly Christian and Kurdish neighborhoods in northern Aleppo that had previously been held by pro-Assad forces.

"It was a surprise," local activist Abu Raed said via Skype. "It was fast progress and in an unexpected direction."

He asked to be identified only by his nickname for fear of reprisals.

The battle for Aleppo, a former regime stronghold and Syria's business hub, has been largely deadlocked since rebels first captured parts of the city in late July. A complete rebel takeover could change the momentum of the war, although in recent months, front lines have shifted repeatedly and it was not clear if rebel fighters could maintain Thursday's gains.

Activists also reported fighting and shelling by government forces near the capital of Damascus, and scores of people were reported killed nationwide. Since the uprising against Assad began in March 2011, more than 35,000 people have been killed, including more than 8,000 government troops, according to activists.

Even as it lost some ground in Aleppo, the Assad regime said Thursday it would abide by the holiday truce. With Russia backing the truce and presumably bearing down on Damascus, such a step had been expected. Another Syria ally, Iran, welcomed what it called a "positive action" by Syria's army.

But in endorsing the plan, the Syrian military added major loopholes, saying it would respond with force not only if attacked, but if it believes opposition fighters are reinforcing positions or smuggling weapons from abroad.

The regime also accepted the previous cease-fire plan ? proposed by Annan ? which called for an open-ended truce to begin April 12. But it failed to implement major provisions, such as withdrawing troops and heavy weapons from urban centers. The truce soon collapsed.

Opposition leaders and rebel commanders dismissed Thursday's announcement by the regime as empty talk. Some said opposition fighters would halt their fire but respond if attacked by regime troops.

Gen. Mustafa al-Sheikh, a commander of the Free Syrian Army, said that "the brigades operating under the umbrella of this council will respect the cease-fire, if the regime indeed stops operations."

"However, we have experienced the regime's promises and lies before, ... Unfortunately with such dictatorial and sectarian regimes, you cannot believe such promises will be kept," he said.

The Syrian opposition is fractured and rebel fighters are organized in different groups, with rival agendas and command structures. Jabhat al-Nusra, a radical Islamic group that has been fighting alongside the rebels and has taken a lead in the battle for Aleppo, said it won't comply with the truce.

The U.S. put the onus on the Assad regime. "What we are hoping and expecting is that they will not just talk the talk of cease-fire, but that they will walk the walk, beginning with the regime," State Department spokeswoman Victoria Nuland said.

Iranian Foreign Minister Ali Akbar Salehi welcomed the cease-fire as a "positive action" in a telephone conversation with his Syrian counterpart, Walid al-Moallem, the semiofficial Fars news agency reported.

In Aleppo, it remained unclear how significant the rebels' gains were, as their forces often push into new areas only to swiftly abandon them when the regime bombs their positions.

An Aleppo activist reached via Skype said rebel fighters had seized the predominately Kurdish neighborhood of Ashrafiyeh and were pushing into Al-Siryan al-Jadideh, a nearby Christian neighborhood, where they were trying to capture a security office used as an army post.

The advance expanded the fight for Aleppo from the poorer, mostly Sunni Muslim neighborhoods on its eastern and southern sides ? where the rebels can often count on support from the local population ? into a new section of the city farther north.

The city's northwest has seen very little rebel activity since fighting in Aleppo began, and it was unclear how residents would react to the rebels, who are mostly from the countryside.

While the uprising has split Syria's Kurds between the rebels and the regime, the country's Christians have tried to remain neutral.

Abu Raed, the activist, said neither group had actively joined the uprising and that many were fleeing as the regime struck back.

"They have started leaving the neighborhoods because the shelling has started," he said.

Amateur video posted online Thursday showed gray smoke rising from a cluster of apartment buildings in Aleppo. A narrator said the video showed the aftermath of government shelling in the Midan neighborhood. In another video, a rebel fighter fired a machine gun from the back of a pickup truck before the vehicle sped off to take him out of the line of fire.

The videos appeared to be genuine, matching activist descriptions of events.

The Britain-based Syrian Observatory for Human Rights, which relies on a network of activists, said more than two dozen people were killed in the city Thursday, including eight Kurds who died when mortar rounds exploded in their neighborhood. It was unclear who fired them, it said.

The Observatory also said about 20 people were killed in shelling and clashes near Damascus, most of them in the restive suburb of Duma.

HUNTSVILLE, TX (10/25/12) Sam Houston State University is developing a laboratory test to detect the use of bath salts, a new designer drug that was added to the list of illegal substances by the Drug Enforcement Administration in 2011.

Sam Houston State University received a federal grant from the National Institute of Justice to create a test for key components of bath salts in biological samples in crime labs.

Bath salts, also known as synthetic cathinones, were legally sold in convenience stores, head shops and on the Internet until being included on the list of illegal substances through an emergency order by the Drug Enforcement Administration in October 2011. These drugs, that are capable of producing powerful hallucinogenic and adrenergic effects, are routinely seized in drug cases around the Houston metropolitan area and throughout the nation.

"Bath salts are the new breed of designer amphetamines, and they pose a number of challenges for law enforcement agencies from a public safety and public health standpoint," said Sarah Kerrigan, Director of the Forensic Science Program at Sam Houston State University.

According to the Drug Enforcement Administration, bath salts also have adverse effects including rapid heart rates which may lead to heart attacks and strokes, chest pains, nosebleeds, sweating, nausea, and vomiting. Those who abuse the substance also report agitation, insomnia, irritability, dizziness, depression, paranoia, delusions, suicidal thoughts, seizures, and panic attacks.

According to a 2011 report from the National Drug Intelligence Center, drug users are attracted to bath salts because they can evade most drug tests and, as a result, it may not be detected in impaired driving cases or death investigations.

"Analytical limitations for state and local forensic toxicology laboratories impact criminal and death investigation casework, and these deficiencies can have serious criminal justice consequences," Kerrigan said.

While bath salts are easy to detect in seized samples, such as pills, powders and capsules, once they are ingested, they pose a number of challenges in the toxicology lab. The Department of Forensic Science will develop a procedure to detect at least eight of the most common components found in bath salts in biological evidence. These components include mephedrone, flephedrone, methylone , butylone, ethylone, methedrone, MDPV, and naphyrone.

Many toxicology labs use gas chromatography-mass spectrometry (GC/MS) to identify drugs in biological evidence. The new study will target a wide variety of the new designer drugs using one procedure.

UNITED NATIONS (AP) ? U.N. Secretary-General Ban Ki-moon says he is jealous of South Korean rapper PSY.

The U.N. chief joked during a meeting with the rapper that he felt overshadowed by the star, whose video has scored over half a billion views on YouTube.

"I'm a bit jealous. Until two days ago someone told me I am the most famous Korean in the world. Now I have to relinquish. I have no regrets," Ban said.

The two lavished praise on each other at U.N. headquarters Tuesday, with Ban even risking a few of PSY's trademark dance moves from the viral smash video Gangnam Style.

"So now you have first and second famous Korean in the same building," PSY told reporters at a photo opportunity with the U.N. chief.

PSY also had nothing but praise for Ban.

"For all the Koreans he is the guy, you know, in everyone's heart in Korea, the best among the best. To be here and he knows me, even the thing that he knows me is so touching right now, and he's saying he saw my video. He counted my video views," PSY said. "This is much more better feeling than when I did No. 2 on Billboard."

Earlier, Ban met supersonic skydiver Felix Baumgartner and spoke admiringly of his death-defying leap last week from a balloon 24 miles (39 kilometers) above the Earth. Baumgartner, whose jump broke the sound barrier and set a world record, offered to give Ban skydiving lessons.

It was a break from the conflict and wars the U.N. chief usually deals with. Ban's spokesman, Martin Nesirky, told reporters the secretary-general thinks it's important to engage different parts of society.

Motorola Solutions beats estimates on government spending

(Reuters) - Motorola Solutions Inc reported a better-than-expected third-quarter profit on strong government spending but the communication gear maker forecast current-quarter earnings largely below market estimates.

The company expects fourth-quarter earnings of 98 cents to$1.03 per share from continuing operations on sales growth of 6 percent to 7 percent.

Analysts on average were expecting earnings of $1.02 per share, according to Thomson Reuters I/B/E/S.

However, the company raised its full-year 2012 sales growth outlook to between 6 and 6.5 percent from the 5 to 6 percent range it forecast earlier to reflect revenue from Psion Plc, which it acquired earlier this month.

The acquisition of the British company, which makes rugged and vehicle mounted computers for industrial use, is expected to boost Motorola's European business.

Net income rose to $206 million, or 72 cents per share, in the third quarter, from $128 million, or 38 cents per share, a year earlier.

Excluding items, the company earned 84 cents per share from continuing operations.

Revenue rose 3 percent to $2.20 billion.

The company, which dominates the two-way radio market with its land-mobile-radio systems and public-safety products, said sales in its government business rose 12 percent in the quarter.

Analysts on average had expected earnings of 73 cents per share on revenue of $2.15 billion.

Shares of the Schaumburg, Illinois-based company closed at $49.77 on Tuesday on the New York Stock Exchange.

    After Friday?s successful stop at Jumoke Academy at Milner (MORE), more WWE Superstars and Divas visited the Boys and Girls Club and the YMCA on Sunday afternoon in honor of Anti-Bullying Month!

    One out of every four children is bullied, and a child is bullied every seven minutes, whether it?s cyber, physical or verbal. Through WWE and The Creative Coalition?s campaign, children around the globe are encouraged to ?be a STAR: Show Tolerance And Respect.?

    First, Divas Champion Eve and Brodus Clay hosted a be a STAR rally at the Boys and Girls Club Sunday for more than 50 children.     If you get a BSOD or other random error with the Windows operating system, it is usually assumed to be because of a virus, malware or other software error. If you?ve gone through all of the proper troubleshooting steps regarding PC viruses and other Windows software, but still are getting an error with the operating system, it may be due to a failing or erroneous hard drive.

    Data Recovery

    If none of the above options are suitable, then you can also attempt data recovery, if the hard drive has important files or data that you absolutely need. Data recovery is a bit more work, but it can be worth it in some situations.

    Data recovery is complex, and can involve advanced drive troubleshooting using fdisk and commonly, specialty recovery software. If the hard drive has errors, is completely corrupt and won?t boot into Windows, you may be able to recover files simply by removing the drive from the PC and using a hard drive enclosure to connect the drive externally to an existing Windows PC. From there, you may be able to use specialty software to manually browse the Windows based disk using file structure, and manually move important files or data to another drive.

    Complete Reformat and Erase

    In a scenario where Windows won?t boot and even the System Repair option fails to fix the hard drive, you should consider performing a complete reformat and erase, before considering the drive to be a vegetable and throwing it to the garbage. In some cases, such as a complex rootkit virus, Windows may have system level errors, in which a hard drive format is the best option.

    To completely format and erase an internal PC hard drive, you can create a bootable formatting disc. For this, you may want to check out DBAN, or Darik?s Boot and Nuke. Upon booting from a DBAN disc, you can wipe the primary PC hard drive using some basic command line.

    A failed Hard Drive

    Worst case scenario is a completely failed hard drive that may have a failed spindle, arm or platter.

    Hard Drive Components

    In a case where the actuator/arm or other mechanical component has failed, you may want to consider the drive to be done with. However, if you have extremely important data on the drive, and the platters are still intact and undamaged, you may be able to swap the platters to an identical drive and repair the drive, which would ultimately give you the option to recover your PC data.

    This requires an advanced technical understanding of hard drives, calibration and more. So, in most cases, it would be better to have a tech or data recovery specialist do this, rather than attempt it yourself.
